In a significant move aimed at fostering innovation ecosystems, the Union Cabinet chaired by Prime Minister Narendra Modi has given the green light to the Memorandum of Understanding (MoU) between India and the United States. Termed as an ‘Innovation Handshake,’ this strategic partnership is poised to connect the startup ecosystems of both nations and enhance cooperation in Critical and Emerging Technologies (CET).

The announcement of this groundbreaking initiative was made through a tweet from the office of Piyush Goyal, the Minister of Commerce and Industry. The tweet emphasized the power-packed partnership and the government’s commitment to strengthening innovation ecosystems through this collaboration.

The Genesis of the ‘Innovation Handshake’

The genesis of this collaboration can be traced back to the 5th India-U.S. Commercial Dialogue held on March 10, 2023, during the visit of U.S. Secretary of Commerce, Gina Raimondo. The Commercial Dialogue, relaunched with a strategic focus, paved the way for the launch of a new Working Group on Talent, Innovation, and Inclusive Growth (TIIG).

Under the Commercial Dialogue, the TIIG working group aimed to support the efforts of startups working in the realm of Innovation in Critical and Emerging Technologies (iCET). This working group set the stage for the ‘Innovation Handshake’ that gained prominence following the Joint Statement released by President Biden and Prime Minister Modi in June 2023.

Comprehensive Scope of Cooperation

The MoU outlines a comprehensive scope of cooperation between India and the U.S., particularly in critical and emerging technologies. The collaboration is designed to address regulatory hurdles, connect dynamic startup ecosystems, and promote innovation and job growth.

Key components of the MoU include India-U.S. Innovation Handshake events, round tables with the private sector, hackathons, and “Open Innovation” programs. Two significant events are scheduled for early 2024, with an investment forum assisting U.S. and Indian startup companies in bringing innovative ideas to market and a hackathon in Silicon Valley where startups from both nations will pitch ideas and technologies to address global economic challenges.
